Sticky And Announcements.To make a sticky or an announcement you have to look at the bottom of the post box when you are typing your post, if the Admin has enabled it for all users you will see the options there just click on the one you want.
Stickys = threads that stay Above normal threads but can move up and down.
Announcements will stay above the stickys and will not move.
