Sounds like someone has disabled the forum.

Easy to fix just goto Admin panel---General Admin----Configuration then look for

Disable board
This will make the board unavailable to users. Administrators are able to access the Administration Panel while the board is disabled.

Now just untick the box, now your forum should be back working.
